Consumer watchdogs are urging households in Sweden to exercise caution regarding “portfolio” electricity contracts as power prices are expected to rise. Experts warn that these managed energy agreements, often marketed as stress-free solutions, frequently leave consumers facing far higher costs than promised.

The warning follows a surge in complaints to consumer advice agencies regarding opaque pricing structures and aggressive telemarketing tactics used by certain energy intermediaries.

“The contract is promoted on the premise that the provider buys electricity when it is cheap. However, the customer has zero visibility into how those purchases are actually made and no way to verify whether sales promises match reality,” said Thomas Björkström from Konsumenternas energimarknadsbyrå (the Swedish Consumer Energy Markets Bureau).

Björkström described portfolio agreements as the exact opposite of transparency, likening them to buying a pig in a poke. Customers frequently end up paying significantly more than indicated during initial sales pitches.

Three reseller brands draw heavy complaint volumes

According to data from energy advisory bodies, three connected brands have generated a disproportionate volume of consumer complaints: Svenska Elverket, Nordic Best Energi, and Trygg Energy. All three offer portfolio contracts while acting as intermediaries for the supplier Elklart AB.

“The common denominator is that complainants feel misled into signing contracts and subsequently face disadvantageous terms, including inflated invoiced prices,” Björkström noted.

Reports filed with consumer protection authorities detail aggressive phone sales tactics, high early-termination fees, and binding terms lasting up to 36 or 60 months.

In response to the criticism, representatives for Svenska Elverket and Trygg Energy disputed the complaint rankings, arguing that raw complaint numbers are misleading when evaluated without considering total customer base size. The companies also rejected claims that customers were coerced or that pricing structures lacked transparency.

Svenska Elverket previously stated that it routinely trains and audits sales staff, expressing regret if any individual customer felt inadequately informed during sales calls.

Regulatory intervention and consumer protections

The issues surrounding portfolio contracts have drawn direct action from Swedish regulators. The Swedish Consumer Ombudsman (Konsumentombudsmannen – KO) issued an injunction ordering Svenska Elverket AB to halt misleading telephone sales practices. The regulatory order carries a conditional fine (vite) of 1.5 million SEK for non-compliance across multiple statutory violations under distance contract law.

Under Swedish consumer protection law, agreements concluded over the phone are not legally binding until the consumer confirms the contract in writing after the call ends. Consumers also maintain a statutory 14-day right of withdrawal (ångerrätt) for contracts signed remotely.

Energy market authorities advise households looking for predictable electricity costs to compare standardized fixed-rate (fast pris) or variable-rate (rörligt pris) contracts directly through transparent comparison platforms rather than unverified phone offers.
